Job Title: Program Coordinator
Location; Utica Office – 287 Genesee Street, Utica, NY 13502.
Salary: $27.00 – $30.50/hr.
CLASSIFICATION: Hourly, Non-Exempt. Thirty-five-hour (35.00) week; evenings and weekends expected for meetings, workshops, and seminars.
Position Summary: The Program Coordinator is responsible for overseeing daily operations and serving as a single point of contact for program referrals and ODMAP data management. As a person with lived experience (PWLE), this role includes supervising the Community Engagement Specialist and Engagement Specialist. Key responsibilities encompass conducting supervisory chart reviews, delivering program services, conducting client interviews, implementing project revisions, and building and evaluating community provider networks. The coordinator will compile monthly data and coordinate with HRSM to ensure timely reporting, outcome evaluation, and tracking of deliverables. Additionally, the role includes data capture and entry for direct service provision, daily task management, and performing spot checks to ensure the accuracy and completeness of AIRS entries. Qualifications:
1. A minimum of two years of experience in social service or health care agency providing direct client services to People Who Use Drugs (PWUD) and other diverse populations, including but not limited to people of color, LGBTQI+ individuals, those with behavioral health needs and individuals experiencing homelessness.
2. Access to a reliable vehicle with insurance and a valid NYS driver’s license that complies with DMV screening requirements for travel purposes.
3. Effective communication and documentation skills.
4. Acceptance of harm reduction principles, a commitment to health equity, and the ability to collaborate with a diverse range of colleagues and clients.
5. High attention to detail and exceptional data entry skills.
6. Personal lived experience with substance use.
7. Experience delivering stigma-free, non-judgmental, and culturally competent services.
8. Awareness of HIV/AIDS, chronic illness, LGTBQ issues and a strong commitment to the mission, vision, and values of ACR Health.
9. Professional communication skills for effective engagement with both internal staff and external community partners and referral agencies.
Responsibilities:
1. Incorporate best practices regarding confidentiality into all job duties and communications, in accordance with the HIV Confidentiality Law (Article 27-F) and HIPAA, ACR Health policies and other applicable regulations. Protect agency data in accordance with relevant confidentiality procedures and protocols.
2. Provide the direct provision of evidence-based interventions, activities, and services to the priority population(s), as outlined in assigned program work plan(s).
3. Promote low-threshold and low-barrier services for harm reduction and sterile syringe access, safer injection education, linkage to care, linkage to MOUD, naloxone training and overdose prevention kits, community education, and anti-stigma efforts in Oneida County.
4. Support the availability of and accessibility of the continuum of substance use services and increase access to overdose prevention services, including drug checking services (via immunoassay testing strips and spectroscopy technologies).
5. Oversee the coordination of outreach efforts and post-overdose follow-up efforts for those individuals who have previously experienced an overdose, have co-occurring disorders and/or substance use disorder using OD Maps.
6. Supervise the Overdose Rapid Response Team (ORRT), that consists of an engagement specialist and a community engagement specialist.
7. Enter all data into the designated AIDS Institute Reporting System (AIRS) in a timely manner.
8. Maintain accurate client and service records in accordance with policies and procedures.
9. Complete accurate monthly, quarterly and/or annual report(s) within agency and departmental guidelines.
10. Participate with providers, providing outreach services in the community and facilitating educational lectures/presentations.
11. Identify and develop networking relationships with community-based organizations.
12. Assist with the general work of the Harm Reduction department, including special projects and general agency programs and initiatives.
13. Participate in appropriate and applicable training/professional development opportunities for a minimum of 24 hours of curriculum-based training annually.
14. Participate as a culturally competent member of the Harm Reduction Services department and agency, which includes having the capacity to function effectively as an individual within the context of cultural beliefs, behaviors, and needs presented by clients and their communities.
15. Maintain confidentiality of all agency clients as well as other appropriate organizational components.
16. Maintain all agency and program property/equipment in good standards. Cooperate with the IT department for routine security maintenance of equipment(s).
17. Perform daily checks of agency vehicles ensuring safety and sufficient fuel.
18. Work in a cooperative, collegial style with all other organizational personnel. Conduct oneself in a professional manner as an agency employee and representative.
19. Perform other duties as assigned by the Manager/Director of Harm Reduction Services Department, Chief Program Officer and/or Chief Executive Officer.
